The European Union’s Packaging and Packaging Waste Regulation, commonly referred to as PPWR, marks a fundamental shift in the regulatory approach to packaging sustainability across the single market. Replacing the earlier directive-based framework with a directly applicable regulation, the PPWR introduces harmonized requirements for recyclability, minimum recycled content, reduction of packaging waste, and restrictions on certain packaging formats. Effective from 2026, the regulation applies not only to producers and importers within the EU but also, through its supply chain obligations, to manufacturers in third countries whose products are destined for the European market.
Core Provisions
The core provisions of the PPWR establish a tiered implementation schedule. From 2030, all packaging placed on the EU market must be recyclable at scale, and from 2035, it must be effectively recycled through established collection and processing systems. The regulation also mandates minimum recycled content thresholds for plastic packaging, imposes restrictions on the use of substances of concern, and introduces standardized labeling requirements to facilitate consumer sorting. Additionally, the PPWR sets ambitious packaging waste reduction targets, requiring member states to achieve a measurable decrease in per capita packaging waste by 2040 compared to 2018 baseline levels.
